Salmon Facility at NorthPark

Living Waters Harbor, LLC is a Design/Build/Own/Operate Salmon Facility in the NorthPark Business Center in St. Louis County, Missouri. 

The ownership team is comprised of specialists in multiple fields integral to the project’s successful development and includes Paul McKee, Jr. and Glenn Mitchell / M Property Services, LLC; a seafood partner; and Mike McKee and Cooper McKee/ MI2 Operating Systems, LLC. 

The Salmon Facility is an egg-to-harvest fish farm and processing facility. It will be the first of its kind in the Midwest. Our seafood partner has nearly 20 years of worldwide experience procuring, producing, marketing, distributing and selling seafood. M Property Services, owned by Paul McKee, Jr., are land and building developers with a track record of large and mixed-use developments. MI2 Operating Systems, owned by the McKee family, has experience owning, managing and operating water and wastewater treatment systems across the USA. Robert Clark has built Clayco, Lamar Johnson Collaborative and CRG Developers into a full-service, $3B turnkey real estate, architecture, engineering, design-build and construction firm which is the 33rd largest in the country. 

In 2019, MPS and our seafood partner entered into an agreement with an internationally-recognized aquaculture system expert to evaluate the feasibility of the site in St. Louis County, MO for use as a fish farm. Our design/engineer firm holds proprietary techniques and equipment for water purification and wastewater disposition for fish farm operations and has experience on multiple international projects as both a designer, investor and contractor for projects of this type. In 2019, the parties agreed to form a partnership to own and operate Living Waters Harbor, LLC. 

The facility will have the ability to raise salmon species. The company considers their species choice to be proprietary.

 

Impact Investing

The proposed 550-acre site in the NorthPark Business Park is located in the North County area of St. Louis and includes three different municipalities: 

› City of Kinlock 

› City of Ferguson 

› City of Berkeley 

NorthPark already has been designated a U.S. Opportunity Zone and the investment opportunity does exist. 

NorthPark’s east boundary is the campus of University of Missouri – St. Louis and the headquarters for Express Scripts. The north boundary of NorthPark includes a 1M S.F. food distribution facility for Schnucks. The west side borders Lambert International Airport and is at the intersection of Hwy 70 and Hwy 370. 

Community Impact At NorthPark

NorthPark currently includes 2.5+ million square feet of development with 15 businesses populating the site. Over 7,500 permanent jobs were created to date and NorthPark Partners have developed over $1 billion to date. It took a lot of cleaning up before the development could begin. After collecting all the pieces and sorting out the mess, WE WERE ABLE TO MAKE A FRESH START. Phase 1 of the clean-up began in November of 2006. NorthPark Partners removed over 600 foundations and basements, removed over 120,000 tons of waste material and cleaned up a 1-mile stretch of Maline Creek. Phase 2 of the clean up is ongoing and an additional 480 foundations/basements were removed and the concrete is being recycled or reused as fill material.
